TikTok Shop in Italy: Logistics Guide for Sellers
The Italian TikTok commerce opportunity in 2026
TikTok Shop has been live in Italy since March 31, 2025, and the numbers make the opportunity hard to ignore. In April 2026, TikTok reported 25.2 million monthly active users in Italy and more than 21,000 active sellers on TikTok Shop, and according to NielsenIQ almost one in five Italian online shoppers bought on TikTok Shop in its first year. The platform's native commerce feature, TikTok Shop, turns product discovery into instant transactions without the user ever leaving the app.
TikTok announced the Italian launch on March 27, 2025, together with France and Germany. In the first year, according to NielsenIQ's panel, the most purchased categories on TikTok Shop in Italy were fashion (21%), beauty (14%), and home and appliances (13%), categories that demonstrate well in short-form video.
For D2C brands already selling through Shopify, WooCommerce, or Amazon, TikTok Shop represents an incremental revenue channel with a unique advantage: the customer discovers, evaluates, and purchases the product within a single content experience. There is no search comparison and no price shopping across tabs.
But the logistics requirements are specific, the SLAs are strict, and the consequences of failure are severe. Brands that treat TikTok Shop logistics as an afterthought face penalties, poor seller ratings, and account suspension.

TikTok Shop fulfillment requirements: what Italy sellers must know
TikTok Shop's rules for selling in Italy live in the platform's EU Policy Center and change often. The ones below apply at the time of writing (October 2026), and the table gives the date of each official page, which you should recheck before a peak. The most important change is that since June 8, 2026, the on-time delivery rate (OTDR) has been the only delivery metric in the EU. It applies both to sellers who ship themselves and to Ship by TikTok, and the "healthy" threshold has risen from 70% to 90% (TikTok Shop's "Policy Pulse" seller bulletin, page updated September 1, 2026).
| Rule | What TikTok Shop requires | Official page, updated |
|---|---|---|
| On-time delivery rate (OTDR) | Healthy at 90% or above; below 70%, risk of reduced visibility and an order limit | On-time delivery rate, August 27, 2026 |
| Funds and penalties | For significant breaches, funds frozen for 8 days and €7 or €15 per late order | Guide on funds freezes and late delivery penalties, September 21, 2026 |
| Timing, Ship by Seller | Pack and label within 2 business days; delivery within 4 business days of the order | Shipping policy, September 8, 2026 |
| Timing, Ship by TikTok | Order marked "Shipped" within 2 business days | On-time delivery rate, August 27, 2026 |
| Carriers, Ship by Seller | Only those on the approved list for Italy | Approved logistics providers, October 6, 2026 |
| Valid tracking, Ship by Seller | At least 95% of parcels | Valid tracking rate, May 31, 2026 |
| Seller-fault cancellations | No more than 2.5% over 7 days | Seller-fault cancellation rate, May 31, 2026 |
| Daily order limit | Request an increase at least 7 business days before the campaign | Order volume limit, June 8, 2026 |
| What goes in the parcel | No promotional flyers, review requests, or items not ordered | Shipping policy, September 8, 2026 |
| Returns | 30 days for the customer; 2 business days to answer the request | Cancellation, return and refund policy, September 8, 2026 |
Timing and on-time delivery. With Ship by Seller, the 4 business days run from order creation to delivery and include the 2 for preparation; an order not handed to the carrier within 7 business days is canceled automatically. With Ship by TikTok, if the order shows as "Shipped" within 2 business days, carrier delays do not count against your on-time delivery rate. The rate is calculated every week over the previous 7 days, across the whole account; business days run Monday to Friday, national holidays excluded.
Funds and penalties. For significant breaches, TikTok Shop can hold the balances of every shop on the account for 8 calendar days and charge €7 (significant breach) or €15 (serious breach) for each order delivered late. The shipping policy allows the penalty even when the delay is the carrier's, so if you ship yourself, choose the carrier as carefully as the warehouse.
Cancellations and order limits. Seller-fault cancellations include, for example, out-of-stock items and pricing errors. Not every shop has a daily order limit. TikTok applies it based on your past fulfillment performance (new shops have a separate fixed limit), and once the limit is reached, your products show as out of stock until the next day. If you have a limit and are preparing a campaign such as Black Friday, request the increase at least 7 business days before it starts, with proof of stock and fulfillment capacity, cancellations below 2.5%, and valid tracking above 95% over the last 7 days. The rest of the preparation is in our Black Friday checklist for Italy.
Returns. Under TikTok Shop's policy, customers can return items for a change of mind within 30 days of receipt, a longer period than the 14 days of the legal right of withdrawal. When a return reaches your warehouse, process it in Seller Center straight away. If you miss the policy's deadlines, TikTok refunds the customer automatically.
These rules mean that TikTok Shop is not a channel you can add casually to an already-stretched operation. It requires a fulfillment setup that can process orders daily, ship consistently, and maintain accurate inventory across all your sales channels.
Fulfillment models for TikTok Shop in Italy
For domestic orders in Italy, TikTok Shop offers three shipping types, namely Fulfilled by TikTok (FBT), Ship by TikTok (the default), and Ship by Seller, where you choose and pay the carrier. Each has distinct advantages and limitations.
Fulfilled by TikTok (FBT)
TikTok's own fulfillment service. Your inventory sits in TikTok's warehouse, and TikTok handles storage, picking, packing, delivery, and returns. With FBT and with Ship by TikTok, logistics customer service and logistics-related refunds are the platform's responsibility.
Limitations: You give up control over packaging and the unboxing experience, inventory committed to TikTok's warehouse reduces your flexibility across channels, and you depend entirely on the platform. FBT is best suited for high-volume, fast-moving SKUs where demand is predictable.
Seller fulfillment (self-ship or 3PL)
You handle fulfillment through your own warehouse or a third-party logistics partner. Orders flow from TikTok Shop to your order management system, and you ship either with Ship by TikTok, where the platform assigns the carrier, or with Ship by Seller, using carriers from TikTok's approved list. Switching to Ship by Seller needs no approval, but shipping costs, customer complaints, and the delivery itself then fall entirely on you.
Advantages: Full control over packaging and brand experience, ability to use existing 3PL relationships, flexibility to manage inventory across channels, no dependency on TikTok's warehouse capacity.
Limitations: Requires a fulfillment operation that can consistently pack and label within 2 business days, a technology integration between TikTok Shop and your WMS, and, with Ship by Seller, carriers from the approved list. If your Ship by Seller metrics slip, TikTok can restrict your access to it for up to 90 days, with notice beforehand. Orders ship from the country where the shop is registered, so an Italian shop ships from a warehouse in Italy, and the warehouse address in Seller Center must be the place your parcels actually leave from.
Hybrid approach
Use FBT for the few hero SKUs that drive most of your TikTok sales volume, and seller-fulfill the long tail of products. This keeps your most predictable best sellers in FBT while maintaining flexibility for your broader catalog.
For most brands entering TikTok Shop in Italy, seller fulfillment through a capable 3PL is the recommended starting point. It lets you test the channel without committing large inventory volumes to TikTok's warehouse, and it scales smoothly as you learn which products perform best on the platform.
Setting up logistics: a step-by-step process
Step 1: Carrier selection and integration
With Ship by TikTok, the platform assigns the carrier (BRT or Poste Italiane in Italy) and you print the label from Seller Center. With Ship by Seller, you can only use carriers on TikTok Shop's approved list for Italy, which includes BRT, GLS, Poste Italiane, and Amazon Shipping, among others, while DHL, UPS, FedEx, and TNT are not on the list for domestic shipments. An order shipped with an unauthorized carrier is canceled automatically, with no compensation, and the tracking number must be uploaded before the parcel ships. Your tracking numbers must update automatically, because manual tracking uploads are neither scalable nor reliable enough to keep at least 95% of parcels with valid tracking.
Ensure your 3PL or shipping platform generates tracking numbers that are recognized by TikTok's system. Test with a few orders before going live to confirm tracking events flow correctly.
Step 2: Inventory synchronization
If you sell on multiple channels (your Shopify store, Amazon, TikTok Shop), keeping inventory synchronized across channels is essential. A stock-out on TikTok Shop that results in order cancellation damages your seller score far more than a temporary "out of stock" status.
Ask how often stock is updated on each channel, and keep a buffer on the products you promote on TikTok.
Step 3: Warehouse workflow configuration
TikTok Shop orders should be integrated into your standard warehouse picking workflow with one important distinction. They must be prioritized to meet the 2-business-day window for packing and labeling (or for reaching "Shipped" status with Ship by TikTok). Ask your 3PL, or check in your WMS, how TikTok Shop orders are flagged and whether they are picked, packed, and labeled inside that window on a busy day too.
Step 4: Packaging and unboxing experience
TikTok is a visual platform, and unboxing videos are a major content category. Your packaging should be designed with the assumption that it will be filmed. Clean branding and presentable packaging materials create organic marketing opportunities. This is one area where TikTok Shop fulfillment differs from pure marketplace fulfillment, brand experience in the package matters more. The parcel also has to arrive intact, and our guide on how to pack fragile items for shipping covers delicate products.
What the parcel must not contain matters just as much. TikTok Shop's EU shipping policy bans unsolicited marketing or promotional materials, messages asking for positive reviews or offering benefits in exchange for returns, and products the customer did not order. That means no flyers, no discount codes for your website, and no cards asking for reviews. TikTok Shop's review policy goes beyond the parcel. It bans asking customers to leave a review and steering a negative review toward customer service, and it allows incentives only for verified customers and only through the Seller Center tool.
Step 5: Returns infrastructure
Set up a returns flow that meets TikTok Shop's requirements. Customers initiate returns through TikTok Shop and have 30 days from receipt for a change-of-mind return; if a request is not approved automatically, you have 2 business days to answer it. Your logistics must support receiving, inspecting, and processing returned items, and each return should be processed in Seller Center as soon as it arrives. If you miss the policy's deadlines, TikTok refunds the customer automatically.
Managing the viral spike: the defining logistics challenge
The single biggest logistics challenge unique to TikTok Shop is demand unpredictability. Unlike traditional ecommerce where sales correlate with ad spend and seasonality, TikTok Shop sales can spike violently and without warning.
An example: A creator posts a video featuring your product at 19:00 on a Tuesday. By 22:00, it has 500,000 views. By midnight, you have 300 orders. By Thursday, you have 1,200 orders. Your normal Tuesday volume is 30 orders.
The numbers are invented, but the pattern is how TikTok commerce works, and under the 2026 rules the logistics implications are severe:
- Inventory: If you do not have sufficient safety stock, you sell out and miss the viral window. Worse, if overselling occurs across channels, you cancel orders, and seller-fault cancellations must stay at or below 2.5%.
- Fulfillment capacity: In this example, your warehouse (or 3PL) must handle ten times your normal daily volume within the same 2-business-day window. If your 3PL processes your 30 daily orders by 15:00 and suddenly receives 300, can they still ship by the cutoff?
- Carrier capacity: Your carrier's daily pickup must accommodate the volume spike. If you have a scheduled pickup for 50 packages and you have 300, you need overflow capacity.
- Delivery performance: If late deliveries push your weekly on-time delivery rate toward 70%, you are far from the 90% TikTok considers healthy, and below 70%, TikTok can reduce your products' visibility and cap your daily orders right when the video is working for you. TikTok lists product virality among the valid reasons for an appeal, but an appeal comes afterward and needs documents, and by then the peak is over.
How to prepare for viral spikes:
-
Maintain safety stock: For products you actively promote on TikTok, keep a safety stock on top of your normal forecast, based on your busiest sales days and your supplier's lead times rather than on a fixed number of weeks. Our guide on how to calculate safety stock walks through the formula. Running out mid-spike costs you the sales of the moment, and if an item sells out after the order is placed, the cancellation counts against you.
-
Agree on spikes in advance: Ask your 3PL how it handles a sudden volume increase and what it needs from you, and share your content and campaign calendar early, so the warehouse can plan ahead.
-
Multi-carrier flexibility: If your primary carrier cannot accommodate a sudden volume increase, having secondary carriers activated and integrated (with Ship by Seller, all from TikTok's approved list) means you can distribute the spike across multiple networks.
-
Automated alerts: Set up inventory threshold alerts that notify you when stock for a TikTok-active product drops below your safety stock level, giving you time to reorder before a stockout.
Content production and logistics alignment
Successful TikTok Shop selling requires alignment between your content production calendar and your logistics capacity. This is an often-overlooked operational requirement.
Before a major content push or live selling event:
- Confirm inventory levels for all featured products
- Alert your 3PL about expected volume increase with a specific date window
- Verify carrier pickup capacity for the expected spike period
- Pre-pack hero SKUs if volume projections are high
- Test the full order flow from TikTok Shop through to tracking notification
During live selling events:
- Monitor orders in real time to catch inventory issues before overselling occurs
- Have a clear protocol for what happens when a featured product sells out mid-live (switch to backup product, announce restock date, etc.)
- Ensure your customer service team is staffed to handle the post-live message volume
After content goes live:
- Check every day, for as long as the extra orders keep coming, that they are packed within 2 business days and delivered on time
- Track the long tail of orders that come from video replays (TikTok content continues generating orders for days or weeks after initial posting)
- Document actual vs. projected volumes to improve future forecasting
Measuring TikTok Shop logistics performance
Track these metrics specifically for your TikTok Shop channel:
- On-time delivery rate (OTDR): Healthy at 90% or above. If it drops below 90%, act at once, because below 70% TikTok can step in.
- Seller-fault cancellation rate: No more than 2.5% over 7 days. Monitor daily.
- Valid tracking rate: At least 95% of parcels, if you use Ship by Seller.
- Chat response: At least 85% of customer chats must get a first reply within 24 hours.
- Shop Performance Score: From 0 to 5, visible to customers on your shop profile; campaigns and affiliate marketing require at least 3.5.
- Average delivery time: Benchmark against the 4-business-day delivery window for domestic orders.
- Return rate: Compare to your other channels to understand TikTok-specific product-market fit.
These metrics directly affect what you can do on TikTok Shop. Below 70% on-time delivery, TikTok can reduce your products' visibility, and with a score below 3.5, you cannot join campaigns or affiliate marketing. Logistics performance is not just operational, it is a marketing lever.
Build TikTok Shop logistics that scale with your content
TikTok Shop is a significant growth opportunity for brands selling in Italy, but it demands a logistics operation that matches the platform's speed and unpredictability. The brands that succeed treat TikTok Shop fulfillment as a strategic capability, not an operational afterthought.
The requirements are clear. You need packing and labeling within 2 business days, delivery within 4, carriers from TikTok's approved list with reliable tracking, stock kept aligned across channels, and a plan for viral spikes agreed with your warehouse. Meeting these requirements consistently is what separates brands that scale on TikTok Shop from those that lose their selling privileges.
Tissquad handles logistics for brands selling on TikTok Shop, with carriers that TikTok Shop approves for Ship by Seller. We work with Shopify, WooCommerce, and PrestaShop stores and also handle the orders you receive on Amazon, with the connection to the warehouse that we set up together at onboarding.
